Today, the Pottermore Insider announced that “Wonderbook: Book of Potions” is now released for the PS3. It was previously announced that it would be released on November 12th (Tuesday) in North America and November 15th (today) in Europe. However, after checking Amazon.com every day since Tuesday, “Book of Potions” is still nowhere to be found. I checked Amazon.co.uk after Pottermore’s announcement and found a listing for “Book of Potions”, but it isn’t sold directly from Sony or Pottermore, and the retailer only has five in stock.
I tweeted @Pottermore to see if I could get an answer to this question, but as of right now, there has been no response.

It’s unfortunate that there currently is no way to purchase “Book of Potions” (that I know of) in North America, because I’m really excited to get my hands on it. The Pottermore Insider wrote the following about it:
